Ethereum Fails to Finalize Blocks

In the event of an Ethereum network outage where the Beacon Chain fails to finalize a block throughout the Observation Period, ESR will be computed using the remaining block data accessible during that observation. However, if a complete outage occurs for the entirety of the Observation Period, ESR will be published with a value of 0.
